The new call for lone wolf jihadist attacks throughout the West, including America, comes on the heels of an August joint FBI/Department of Homeland Security (DHS) “Joint Intelligence Bulletin <http://www.hstoday.us/fileadmin/PDFs/Joint-Intelligence-PDF-1.pdf>” to law enforcement across the nation that said “we continue to assess that violent extremists who support ISIL have demonstrated the capability to attempt attacks on US targets overseas with little-to-no warning. We further assess that—because of the individualized nature of the radicalization process—it is difficult to predict triggers that will contribute to homegrown violent extremists (HVEs) attempting acts of violence. Moreover, HVEs who act independently—lone offenders—present law enforcement with limited opportunities to detect and disrupt plots, which frequently involve simple plotting against targets of opportunity.” “FBI and DHS assess that civilian deaths reportedly associated with these US military air strikes will almost certainly be used as further examples of a perceived Western war against Islam in English-language violent extremist messaging that could contribute to HVE radicalization to violence,” the joint bulletin stated. The bulletin cautioned that “ISIL supporters increasingly using social media to encourage violent Acts against US interests … ISIL’s English-language messaging has primarily been focused on calls for Muslims to travel to and support ISIL’s self-proclaimed caliphate. Individuals in support of ISIL are calling for attacks in the homeland and against US interests abroad, though we do not assess these to be credible threats at this time. ISIL and its online supporters have employed—and will almost certainly continue—Twitter ‘hashtag’ campaigns that have gained mainstream media attention and been able to quickly reach a global audience of potential violent extremists, highlighting ISIL’s supporter message and encouraging individuals to commit acts of violence, in Iraq or in the West.” Since the bulletin, there have been numerous fatal attacks – including beheadings – by radicalized Muslims and recent converts to Islam in the US, Canada and Britain. Al Ansi joined AQAP in 2011 and is a hardened veteran in global jihad and of jihad in Afghanistan in particular, where he attended Al Qaeda’s training camps in the late 90s. According to MEMRI, “The video was distributed via the Al Malahim representative on Twitter. In the video, Al Ansi addresses a wide range of topics, including the international coalition's attacks on the Islamic State and on Al Qaeda in Iraq and Syria, the 13th anniversary of the 9/11 attacks, the US-Iran détente, the situation in Yemen and more.” In response to the question why the international coalition to combat jihadists in Iraq and Syria was formed at this time, Al Ansi said the US acted to form the coalition as a morale booster for and to save face in light of the achievements of the mujahideen in Iraq and Syria (MEMRI said “it should be noted that Al Ansi consistently refrains from mentioning the Islamic State or Jabhat Al Nusra by name”) and the growing popular support that the mujahideen are receiving. The AQAP chieftain stressed the coalition's efforts constitute a worldwide war on Islam by the forces of unbelief, and therefore all Muslims have an obligation to act. He added it is the responsibility of the religious scholars to clarify to Muslims that such a worldwide war on Muslims is underway and that waging jihad in response is obligatory. Al Ansi urged Muslim jihadists to attack Western targets. "The duty of the Islamic groups and the jihadi organizations is a great one,” he declared. “Allah the exalted enabled them in a manner that he did not enable any other Muslim. They have resources and capabilities and networks that only few can employ in order to act in support of the religion. These groups must all focus on attacking Western targets and interests wherever possible. The priority among these targets should be the countries participating in the war on the Muslims. They should choose the enemy’s strategic targets and the centers that would be deadliest for it." Urging Muslims living in the West to carry out lone wolf attacks, Al Ansi, "The lions of Allah, the heroes of individual jihad, who are spread out throughout the land, who are also called lone wolves, must know that they are the West's troubling nightmare. They currently arouse its worry and alarm throughout the world. They must not have a low opinion of their actions and of their jihad … killing can be done by a thousand wounds … we urge our brothers to use this opportunity, for Allah the exalted gave them the possibility to reach the enemy’s depth and his sensitive targets." “Al Ansi brushed off the possibility that the West would succeed in its current war, saying that it had previously failed miserably in Iraq and Afghanistan,” MEMRI said. “Now, he said,” "Obama is raising the cross with a trembling arm and a bleeding wound." Al Ansi “expressed confidence that the aerial strikes would be insufficient and that the West would be forced to put troops on the ground in Syria and Iraq, whereupon it would meet a ‘hell’ prepared for them there by the jihadis,” MEMRI said. MEMRI said “Al Ansi dismisses Obama's claim that the US triumphed over Al Qaeda the moment it eliminated Osama Bin Laden, saying that while Bin Laden was indeed one of the most prominent symbols of the campaign, his death did no damage to the Muslim ummah and did not change the balance of power between the US and Al Qaeda.” Asked about the killing of Al Shabaab Al Mujahideen leader Mukhtar Abu Zubair in a US airstrike, MEMRI said “Al Ansi said every commander has a replacement and that US attempts to harm jihadi morale by eliminating top commanders were destined to fail, since Abu Zubair and his comrades have nurtured generations of youth who will know how to carry on in their path.” Asked whether he believed the US would succeed with its method of drone strikes and spies on the ground such as the human intelligence assets deployed in Afghanistan, Pakistan, Somalia, Iraq and Syria, MEMRI said “he replied that the method was doomed to failure and that anyone with minimal military knowledge knows that a campaign cannot be won from the air alone. While the attacks indeed inflict heavy losses in commanders and fighters, he said, the mujahideen's control on the ground persists.
