WASHINGTON -- Sen. *David Vitter*
<http://topics.nola.com/tag/david-vitter/index.html>, R-La., has not been
much of a *Hillary Clinton*
<http://search.nola.com/hillary+clinton+and+tag/> fan. Back in 2009, Vitter
was one of only two senators to vote no when she was confirmed by the
Senate as Secretary of State.

Now, Vitter, is resubmitting questions he first asked in 2014 -- about why
the State Department under her direction had not designated Boko Haram as a
foreign terrorist organization. This time, though, Vitter said he wants
Secretary of State John Kerry to turn over emails from her private email
domain on the subject.

"Like many Americans, I am incredibly concerned about the recent
revelations that former Secretary of State Hillary Clinton has kept
official federal records hidden from the public, both through an external
email domain and in deciding to delete thousands of these records," Vitter
said in a letter to Kerry.

Vitter has long raised questions about conflicts of interest created by the
foreign contributions to the Clinton Foundation, begun by her husband,
former President Bill Clinton, and Mrs. Clinton's role as secretary of
state.

Vitter has advocated against foreign donations to the Clinton Foundation
since 2009 and said he voted against Clinton's nomination to serve as
Secretary of State, largely because of what he said was a conflict of
interest with the Foundation and the donations it accepts.

Vitter has said that there's evidence that Clinton Foundation employees
working for the State Department were directly involved in the
non-designation for the two years the Department refused to make the
designation, despite evidence by U.S. intelligence that Boko Haram was
engaged in terrorist activity against Western and U.S. nationals.

Secretary of State Kerry designated Boko Haram as a Foreign Terrorist
Organization in November 2013, and, in his letter, Vitter commends him for
that action.

Back in May 2013, State Department African Specialist Robert Jackson told a
Senate Foreign Relations Subcommittee that a strong objection to the
terrorist organization designation by the Nigerian government was the main
reason then Hillary Clinton decided against the terrorism designation.

Jackson said there was a "healthy debate" at the State Department, which
took up the issue as U.S. intelligence agencies and the Justice Department
were urging the terrorism designation.

But ultimately Clinton decided to list Boko Harams' top three commanders
as individual terrorists, instead of designating the entire group --
responding to requests from the Nigerian government that it would have
given the group undeserved visibility and credibility, Jackson said.

The Clinton Foundation last month issued a statement that pledged to
reexamine its policy of accepting foreign donations if Mrs. Clinton decides
to run for president in 2016. Aides to Hillary Clinton said she has always
maintained that there's no connection to donations to the foundation and
her work as secretary of state, a post she held from 2009 to 2013.
