Jack Keane told Fox News that President Barack Obama has not shown the necessary will to defeat the Islamic State, which now controls huge swaths of Syria and Iraq. Moreover, Keane said that Obama is pursuing a policy of marginally training Shiite tribal militia to fight against the Sunni-dominated Islamic State forces. Interviewed on June 9, Keane said of Obama “He has not shown the kind of will that you need to fight a war.” While the Islamic State has declared war against the U.S. and its allies, neither the White House, Congress or the American people appear to think that the U.S. is at war with the Islamic State. “The lack of seriousness,” said Keane, “is really quite astounding.” On June 8, Obama told reporters at the G-7 summit meeting, "We don't yet have a complete strategy because it requires commitments on the part of the Iraqis," while referring to a shortfall in the number of recruits to official Iraqi forces battling Islamic State terror. His critics included the Republican National Committee, which in a statement asked, "What has President Obama been doing for the last 10 months?" This was a reference to a similar statement he made in August 2014. John McCain, R-Arizona, said on the same day, that Obama’s apparent lack of strategy is occurring "while ISIS goes from house to house in Ramadi with lists of names and they execute people and they kill 3-year-old children, and they burn their bodies in the streets and the atrocities in Syria continue as Bashar Assad barrel bombs innocent men, women and children." According to Fox News, a Pentagon official reacted to Obama’s claim and said “What the (expletive deleted) was that? We have given him plenty of options.” Fox News analyst Charles Krauthammer reacted to Obama’s passing the buck, too. On June 8, on Fox News he said that that Obama’s recent admission of a lack of an Iraq strategy is “consistent with Obama’s method of always blaming others.” Keane said that he understood the frustration voiced by the unnamed DoD official. Keane said that from the beginning of the onslaught of the Islamic State in Iraq, defense analysts knew that the quality and training of Iraqi forces were crucial. The recommendations he said that were offered to Obama included: 1) more training of Iraqis; 2) U.S. advisors emplaced on the front lines to guide the success of Iraq forces; 3) tactical air control; and 4) more special operations forces. All of these were denied by the White House, said Keane. Keane was asked whether Obama has voiced the reasons for rejecting the Pentagon’s options and if he has suggested what he believes to be the problem on the ground in Iraq. “We are not given that explanation of his thinking,” said Fox News host Martha Maccallum. “From the beginning,” said Keane, “he’s reversed the process. Normally when we have a national leader who wants to do something in terms of military intervention, he tells the Pentagon “Put together some options.” Keane said, “He didn’t do that.” Obama did not want additional U.S. ground forces to fight the Islamic State, said Keane. “He laid out the restrictions prior to them ever putting a plan together,” to accomplish Obama’s stated goal of defeating the Islamic State. When the Pentagon offered the abovementioned options, they were denied for a second and third time, said Keane. When he was asked what it is that Obama may be waiting for and what plan he may have in mind, Keane said “I think what is going on here is that they are going for some marginal improvement in the Iraqi security force training. The Sunni tribal force is a major issue, because all of the land ISIS owns is Sunni land, and it may be possible for the Shia militia reclaim some of that, but to take that land will take the Sunni tribal force. We need to arm them and we need to train them. And that program by and large is non-existent. And that’s a travesty all in itself. It’s not all our fault, but we’re party to what’s taken place here.” When it was pointed out to Keane a problem that would ensue should the U.S. arm Sunni tribal forces, he answered “I know that Iran is advising the Iraqi government not to do that,” because by arming the Sunnis now would mean having to fight them at a later date. “That is the advice being given to (Iraqi Premier Haider al Abadi) by the Iranian leaders on the ground in Iraq.
