But the bid system and RFQs that the civil service use is flawed ... not so easy to get around ... 30 years ago when i worked for the City of NY in a graphics department, I learned how to get bids from 5 competitive bidders and got rid of the jerks who were low-bid and barely spec ... if you use a product, you know what quality you need!!!
