I think this argument makes a lot of sense. In fact, after being outraged on the day it happened, I thought about the possible scenarios that might have happened had he recommended indictment.
The most obvious scenario to me was that there is no way she would be indicted before the election, and even when it did happen, what are the odds that any jury or grand jury could be empaneled that didn't include at least a couple of diehard democrats or Hillary loyalists who would vote "not guilty" no matter what the evidence of guilt showed. Polls showed that 71% of democrats thought she should still run *even if indicted* - so her supporters clearly couldn't care less that she was so reckless in handling top secret intelligence - they are prepared to vote for her no matter what. That means they'd refuse to indict her no matter what if given the chance. So then you wonder if he'd have held the same press conference and laid out the facts as he did and then recommended indictment, that fatass POS Lynch could/would have sat on it for a month then taken 3+ more months to convene a grand jury, then made sure evidence was presented in a way that was favorable enough to get a dismissal. Plus, Comey couldn't have been hauled into Congress under oath b/c the matter would still be "under investigation". In light of all these facts, I, too, came to the conclusion that he thinks she's a toxic combo of incredibly ignorant and dangerously irresponsible. And he saw this as his best hope to let voters know that.
