Go to those towns that were destroyed in Alabama and Missouri by the tornadoes and ask. most of this was forced on these towns during the rebuilding stages. Deadlines were set to be able to rebuild as before under old standards and codes but the burden on insurance companies to pay out policies was overwhelming.
