Of course, but that would be the actions of someone who really wanted to address the problem and set the table for the opportunity of a better life for those people.  Instead, LBJ and the Demonrats just wanted to create a permanent welfare class that would expand exponentially and vote D forever.

Tampa City Council outlawed panhandling per-se; and applied some rules and regulations.   These homeless must be wearing the reflective vests that you see; and probably most importantly, they were required to "sell" newspapers!  The Tampa Tribune and the Tampa Bay Times was involved in hiring them; and several non-profits also got into the printing business along with the Tampa Chamber of Commerce; putting out a touristy type periodical/paper/flyer; which were technically free, but folks could make a "donation" to the seller.   

For a while, it greatly improved the pan handling epidemic, reducing in scope the number of folks at the street corners attempting to panhandle. It also reduced the fights among these "Street Vendors" fighting over corners and who had the right of way....

The program died about a year ago, and alas, we've gone back to having an influx of panhandlers once again.....it's not nearly as bad during the summer; but when it turns cool again, I'm sure they'll all be once again out and about.
