Geoffrey, the State Department is most definitely a liberal executive branch agency, and depending on the Administration, (by example the Bush Administration, at the time that Obama was running) was a "Globalist Supporting" elitist Cabinet, which would lead me to surmise that most all of the officers and bureaucrats within the Bush Administration were liberals.
Why would any of them challenge a Democratic Presidential Candidate? Just as important, I don't know why a bureaucratic governmental agency would be involved in the challenge of any candidate. I don't know whether a bureaucratic agency (sans Hoover's FBI prior to the late 1970s) was ever involved in intelligence gathering about any particular candidate.
