This guy is a political appointee, and all political appointees were to be dismissed no later than 12:01 ET on the 20th. The Trump Administration allowed for the General to stay (and finish his "Shift" as he requested) until 00:01 on the 21st. The WaPo made a big political deal out of it, not telling the entire story of what transpired.
