Bill & Hill have been making deals like this since his AR days. I remember when he convinced Jim Guy Tucker not to run as Gov but Lt Gov., with the understanding that once Bill ran for the Presidency, Jim Guy would get the Govs spot. This despite Bill's promise during his campaign for Gov to the folks in AR that he would not run for the Presidency. Later, upon making the decision to run for the Presidency he claimed that he had gone on a "listening" tour and that he would be cheating the folks in AR if he didn't run for the Presidency.
