I think he was referring to the point where he would have the power to rescind the cuts (after 1/20/09) and is clear that, despite his adamant promises to the contrary, that these cuts are good for the economy.
My happiness in Obama seeing the light is dampened a bit by the fact that promises mean little less then belly lint to the guy apparently. The libbies have to be some kinda ticked though, so overall I'm giddy.
