*If*, and I repeat *if* travelers from another star system are visiting earth... the government would be as clueless as anybody. It would be like asking a the leader of a monkey troop to tell the truth about humans watching them, or where that extra banana came from. And no, a craft that can traverse the vast distances involved are not going to come all this way to crash, or even be seen if they don't want to be. The aliens can quite easily make themselves known if that's what they want to do.
