There was no AQ in Iraq prior to Bush. As far as Clintons approach, all people that were found to be involved in the WTC bombing were tried and are still in jail. Clinton prosecuted a war covering more territory and more people and more tribal/religious differences than anything Bush has hoped to do. It resulted in a three year victory, fewer casualities and several democatic republics being formed who were all at peace in less time than the unnecessary Iraq conflict has taken. He did it with the support of all nations.
