I don't see that the question was dodged. The president and vp's salaries are set by law and cannot be modified by the president, as Gibbs explained. And Obama, unlike JFK and Hoover, did not inherit a massive fortune. He is entitled to his salary. Your gripe might hold water if Obama was trying for a pay raise, but so far I haven't heard that.
