Have no delusions about spending... once the ball gets rolling, it's extremely hard to stop.
But lets remember just who started the ball rolling; Bush Jr. Lets also remember who wasn't accounting for where the money went or what it was going for; Bush Jr. Conservatives acting conservatively....brilliant!
