Markopolos first contacted the SEC concerning Madoff back in 1999. Bush made only one appointment to the SEC prior to 2002. Ample time for 'competent' SEC commissioners to catch this, but they did not. While you may consider it fruitful to blame Bush for this, I see it as a systemic failure of the Federal Government. The Senate must confirm SEC appointees. There are various Congressional committees that are supposed to provide financial oversight. Still, it is the SEC that failed, and for the last six years it was fully comprised of Bush appointments, so the criticism is fair. But if you're concerned about making sure something like this never happens again, and not just looking to take pot shots at Bush (and I'm not so sure that's true in your case...) then you should be looking at how the SEC and it's supporting agencies are structured. At least Obama had the smarts to name a woman - an Independent, no less - as SEC chairman, so there is hope.
