Don't be Bush and prematurely declare victory before the war is over. The Mission has NOT been Accomplished.
The hostilities are dormant but the treat still exists, and it will be made obvious once the troops leave. THIS is the real reason Bush refused to take out the Troops, because Bush KNEW that once the troops left the violence and civil war would reignite and be even more violent without the US presence to some what contain the violence and maintain order.
