The rule was not my idea.... it was "several" members that suggested
and lobbied for it. It was left vague enough to allow interpretation
and requires the consent of all moderators to impose any penalty; the
rest are simply dictatorial at the discretion of any ONE moderator.

Given this I would say it is the best and most democratic of all of
them. It simply calls for a baseline of civility...  nothing more..
with that baseline determined on a daily basis and weighed against the
interests of the individual and that of the group depending on the
heat generated by the debate and the history of the poster.
