d.b. Treasury officials are not "leaders" in the sense you are using the word. They are beureaucrats, appointed to oversee and manage the Treasury Dept. They are only "leaders" in the sense that they are top or upper management of a Dept. Hell, the "common people" usually can't even name who holds that office, much less pattern his/her behaviour on the basis of what he/ she does.
