Since I can't post in Spanish... this is it in a nutshell: A US Navy Frigate docked in Limon Costa Rica on Tuesday and the Captain went to the port master with his papers.....
He was told to get back on his ship and that he and everyone else that wanted to get off must fill out a health card personally. The Captain called the US Embassy and they informed the local minister that it was standard practice and US law for the Captain to issue a medical card for the crew and that was all the minister should expect. The minister then told the Captain and the Ambassador that their knowledge of US law was far superior to hers and she was 100% SURE THAT THEY WERE CORRECT. She the informed the two that they were NOT in the US. Their laws and practices did and do not apply. That this is Costa Rica and maybe they should quote our laws when here....not theirs. I am a citizen here and had to fill out that very form when returning from a recent trip... it took all of 30 seconds (took longer to find a pen). The forms were supplied to the Captain upon entering port. To quote the Minister.....
