Depends on how it is implemented. Wonder if it will track things like the IRS system that has been in the works for over 15 years or the expenditure on the current Medicare system and SS and how much it will cost to implement the new healthcare system they want.
I remember when I first started in the field back in the Kennedy/Johnson era that it was deplorable the way the funding was run. I worked on one budget projection system that we had ready to implement 5 times and every time it was almost ready, they got a new dept head who wanted major changes, changes so extreme that we had to start over. After 5 years of doing budget projection of development of the M-1 rifle projecting out 20 years at a time when it was being phased out, I decided that I had better things to do with my life and went into private industry. From friends who are consultants on federal projects and state projects today I don't think it has changed for the better much. Shame because there were some really talented people wasted in these projects over the years. Some got really good systems installed but a lot of it was just make work and doing what some congressman or general or lobbyist or new broom in the executive branch wanted. We used to take photos of the bigwigs when they came down to show their solidarity with the technical people sitting there with their finger set to push the button that would destroy the computer.
