This is bound to be a winner. Goes along with the Waxman/Markey bill. How about first including that EPA report that was suppressed before the final bill is written, then giving the legislators long enough to have read the bill before they vote on it. That would help to begin with. Then worry about how to implement carbon credits and carbon trading.
