One of the government programs Barney Frank and other welfare statists were behind to encourage more minority and low income home ownership by people with no downpayment and bad credit was called "target money" loans. Target money was money loaned and by one bank that another bank had been forced to make available because the latter bank had been sued for alleged racial (or sex or age) discrimination and settled out of court by sacrificing millions of dollars to the target money loan fund.
The money is then loaned to people, regardless of race, age, sex etc, but only to people who have incomes below a certain level, who are buying property below a certain price, and only in areas defined by the Commerce Department as socioeconomically and ethnically mixed areas by census tracts or other federally defined areas. Census tracts and other areas used usually follow zip codes or are bordered by major streets and avenues, in a very broad stroke, arbitrary way unrelated to the programs that use them. In Washington DC for example, the census tracts west of Connecticut Avenue are not illegible for target money (where most one bedroom condos are at least $275,000 and most rowhouses are usually over $700,000). Those east of Connecticut Avenue are. One year the only customer I had who used such a loan was a white heterosexual employed single mail (with a German mother), who bought a condo in the fancy Cleveland Park neighborhood, one and only one block of which is EAST of the line (Connecticut Avenue). After this one block there is a wood (Rock Creek Park) followed by several formerly economically and racially mixed neighborhoods (Mt.Pleasant, now very gentrified, and Columbia Heights, slowly gentrifying). He had great credit, a huge down payment from the sale of a previous house, but he made just under the limit and was buying a property just under the limit, in a neighborhood where the non-white people were a minority and usually high income Asians.
