From the FOUNDING of America through the very late/early 1900s ... the
right to movement was respected by the US Government (and the State
Governments forming said Union). The Constitution ratified by those
States to create said Union provided ZERO authority to that created
Government to extend or withhold entry into any of those Sovereign States
affirming that Union.
This romantic fantasy you paint never occurred.
It was with the RISE of the Nanny State that Nations find it necessary to
extend and withhold permission for access.
How is it a Government that cannot keep contraband out of its own
maximum security prisons ... is going to be successful at keeping those
non-politically connected OUT (or IN) of these Sovereign States?

If to prevent trade were to stimulate industry
