Rick, The right to a speedy trial and the right to an attorney are both guaranteed. If the local defenders office does not have the funds to do its' job correctly then it should simply NOT do the job. The resulting abridgment of rights would lead to civil suits that would cost far more than the budget of a well run and properly funded Public Defenders office and be an excellent source of income for the displaced or ex- public defenders.
