Thought you knew, food is a weapon. If you cannot get the population of an area to abide by your rule, stop feeding them. In order for this weapon to be effective you have to eliminate any possibility they can grow what they need. It violates the constitution, the federal government has no authority to do any of this but then, if you ask, congress will tell you they don't have to obey the constitution because it means what ever they decide it means.
