Insurance companies might not offer bonds since this is unowned property. The real questions are:
1) why are we outlawing energy production (nuclear plants, drilling on land) and forcing drilling 5000 feet below sea level? Since Obama and pseudo-environmentalist statist in the Demwit party did this they are culpable for what happened. 2) why did Obama take 18 months and spend trillions without thinking that green jobs might include having American manufacturers produce oil containment and clean up equipment? Again, our little sambo is shown to be a product of affirmative action, promoted far above his level of competence.
