Actually the answers to both questions is a resounding yes. If you
think private enterprise can't do things cheaper than the government,
then you really need to open a store selling what you are smoking.
There would be a huge market for it in Castro and Haight Ashbury and the
East Village.
What I want government to do is what they are tasked with in the
Constitution and let the people take responsibility for themselves. The
people know what they need a whole lot better than the govt knows what
the people need.

Both of these questions relating to these particular issues can be
answered with a resounding, no.
If it were left purely to private enterprise to put a man on the
moon...you'd still be waiting and the Russians and Chinese would have
won that race.
