Travis, Of all the items in your post I found this interesting:

gallons. But

flow must comply with the limit.

I have a friend that is second in command of Public Works in Mainz,
Germany (my home town) and they are having HUGE sewer problems because
of these low-flow devices which were mandatory there some twenty years
prior to the US. It seems that they are not putting enough water down
the sewer to ensure that the shit rolled once it hit the larger pipes/
lines. They are now faced with concrete hard shit (embedded with all
kinds of "other things" in those almost clogged lines and having to
replace almost all of the system... this was started some 4 years
ago.. the cost is staggering.
