Not a very big contingent (ten men and a planted flag on our sovereign
soil) but more than enough to convene the OAS tomorrow about the new
"Ortega Problem".

Over a million Ticos have already volunteered to head North to the
frontier with Nicaragua... President says "No". (This was local news
and I now find out was the reason for all the national servers
crashing)

This is translated from Spanish... could not find anything on it in
English.

San Jose (Editor). The Government confirmed this afternoon the Army
troops incursion of Nicaragua in Costa Rican territory, specifically
in Calero Island, located in the border area at the mouth of San Juan
and Colorado rivers.

This was pointed out together this afternoon the chancellor, René
Castro and Security Minister, Jose Maria Tijerina, in a press
conference.

"This is an infringement of national sovereignty can not be
interpreted otherwise," Tijerina said overflights by noting that the
security forces on the island noted hoisted the flag of Nicaragua and
at least six tents installed in the area. The Government assumes that
each can accommodate at least ten members of the army.

In response the Chancellor announced that Costa Rica asked to convene
the Permanent Council of the Organization of American States (OAS) on
Wednesday. Castro exposed in the full evidence of the Nicaraguan
insursión like photos, videos and testimony from neighbors.

"Costa Rica, which has no army, relies on diplomatic means to avoid a
confrontation that only agravaaría the situation," the minister said
Tijerina.

He explained that his ministry is in the process of dispatching a
contingent of Civil Guards equipped for the area but did not say how
or when the move, citing security reasons.

On Sunday the government acknowledged it was investigating armed
movement in the border area, but so far unable to confirm the military
presence in an area that the maps of both countries regard as Costa
Rica.
