Did the congress enact a law that says if you enter an airport and refuse to
be screened and decide to cancel your trip that you will not be permitted to
leave and you will have to pay an $11,000 fine? The answer is NO, and that
is the problem with regulatory agencies - they write law, not congress.  Try
