Yes and No.
YES, because there are limits of the liberty to be chosen,
but
NO because, the other hand, the position is a "privilege" ( and a duty) like
President and the limitations are fair and reasonable (too many details
about how to split this period are not necessary, under my opinion)

In conclusion I almost agree on the message.
