I humbly suggest that you read James Madison's commentary in Federalist
Paper No. 46;

Alexander Hamilton's commentary in Federalist Papers No 29;  (at 184-188)

One thing that was pretty much unanimous between George Mason,
who predominately wrote the segments on Americans' right to keep and bear
arms, (and the States' rights to form militias)  in the Anti-Federalist
Papers, as compared to John Jay,  Hamilton and Madison who wrote the
Federalist Papers, were three distinct principles, (and I am most definitely
simplifying here...) :

1.  That Americans, unlike some of their European counterparts, should be
able to own weapons for personal protection;*  e.g.;* "critters";  robbers,
bandits;  for hunting, etc.;

2.  That Americans should own firearms as a deterrent for any and
all potential foreign invasions; and finally, but most importantly:

3.  That Americans should keep and bear arms, in order to keep its own
federal government in check.

So,  if my City of Tampa owns a tank,  I too, should have the right to own a
tank.
