If Manning was involved at all in preparing briefing books for the
generals, politicians, president, etc, then he would have access. I did
when I was involved in that back in the Kennedy era. All the various
intel agencies form NSA, State, CIA, DIA, the different military groups
all shared intel so that a good summation of the intel could be brought
together. Then each agency prepared briefing books based on all the
intel as it pertained to them. Therefore Manning could have gotten
access if he were working in that group. I had access because I
processed a lot of the intel as it pertained to the Army and I also
typed up the briefing books for the officer I worked with who did the
briefings.

Assists in the preparation of reports on captured enemy material.
Drafts periodic and special intelligence reports, plans, and
briefings.
