That's the same Congress as passed the Alien and Sedition Acts. Its apparent view that Congress's powers were unlimited led to Federalists' defeat at the next congressional and presidential elections, and to the Federalists' permanent -- permanent -- loss of control of both the Executive and Legislative Branches.
