Hoover Dam was designed, excavated, and built by a consortium of six major private sector construction companies known as "Six Companies, Inc.". The ONLY thing Congress did was to authorize construction of the dam and appropriate the funds necessary via the Boulder Canyon Project Act of 1928. See section 2 of that act for the financial details. All of the planning and construction was left to the private contractors. Six Companies did the job so well that it completed the project two years ahead of schedule.

In contrast, to see a glaring example of pure government leadership, you need look no farther than "Ground Zero" in NYC. More than a decade has passed since 911 and that place is still nothing more than an ugly miserable mud pit with NO plans whatsoever for the future. Mayor Bloomberg heads that dead-end government-run project.
