There was no 'Civil War'. A Civil War is where two or more factions fight for control over a Government and its geographic territory. The South merely sought to LEAVE. Lincoln declared War (see question 4) on the South in order to prevent the loss of tax dollars he needed to repay his election supporters.
22 -- bad question
what is 'proposed officially'? How about Amendment passed by the Congress but not ratified by the States.
23 -- bad question
The 18th Amendment was REPEALED by the 21st and it thus FAILS to be a 'ratified and current amendment'
