Actually, could it be considered a flaw of the NTP protocol that it does not take the prevalence of asymmetric routing into account? Now, I'm not sure it's even possible to reason about the "hidden" asymmetry in the network within a simple protocol like NTP. It could be impossible to deduce the asymmetry without an externally synchronized, high-precision time reference at each end.
