It seems far more likely to be a change in asymmetry in network connections.

I look at most of the monitoring graphs and what I personally see, is
variances in network performance, not variances in native clock accuracy.

Others chalk it up differently. But I would never ascribe anything to native
Clock performance unless I saw it relative to a very good PPS refclock. I say
That having stuck my fingers into a number of the refclocks at the few 
microsecond level
over the years.

True time-nuts will mock me because I wasn't working at the nanosecond level!
