All,

I have some concerns how the monitoring is done, the concern is two-fold:

1. Does monitoring verify an outage or is a single packet of non-contact 
sufficient to indicate an outage, ergo a score reduction? How does monitoring 
detect an outage?

2. Where, geographically are the monitoring servers located? How do they cope 
with issues with routing failures on the internet between them and the NTP 
hosts, where such failures may not be immediately rectified by intermediary 
ISPs? Is monitoring done from multiple independent ASes?

The reason I ask this is that for the past several weeks I have been observing 
the server I operate accumulating every several hours a score degradation when 
the system and network is fully operational and serving NTP clients without an 
interruption on our end.
