Thanks for your input regarding this problem. It's indeed responding to those monlist queries. I crafted together a small program that sends similar packets (sans source address spoofing) to my NTP server. By sending only one 174-byte packet, the server responds with 40 packets, 19072 bytes in total. Scary. I'll have to look into my configuration to prevent this from happening again..
