As I understand it you need to recompile the kernel with
option PPS_SYNC
in the kernel config file and that's all you need to change.
The generic kernel config file is
/usr/src/sys/${ARCH}/conf/GENERIC
where ${ARCH} is your system architecture e.g. i386, AMD64...
so perhaps you should check in there to see what's defined.
