NTP bindings are by IP address, and often hold over days and months.
So if you plan to change the IP address, unlist the old IP address
well in advance (weeks) before the address change, and expect to
receive traffic on the old address even months after unlisting.

If it's a temporary change, don't bother registering the new address,
and reregister the old address after you switch back. For a permanent
change, just register the new address after the change.
