It is also available from ftp://tycho.usno.navy.mil/pub/ntp/ (currently leap-seconds.3535142400), in case the connection to ftp://time.nist.gov/ is not working (I had this problem during a longer time in 2011, but it did work again in March 2012 and was also now).

If you look into the file, it has listed all the past leap seconds too. So you can leave it there until a new file is available after an additional leap second has been announced. To get informed about the next leap second, you could subscribe (on top of page) to the Bulletin C [1] (link found through [2]) from IERS [3]. Bulletin C is e-mailed twice a year on beginning of January and beginning of July and will announce if there will be a leap second or not on the end of June or end of the year. So you will have almost a half year time to update your local leap-seconds.list file and restart ntpd.
