But here you have the same short peaks which I have seen on my servers. So this is could have been something different on 'kameli'. Is this server also uses in some "internal" environment with a large number of local clients (e.g. Windows computers) which are doing a lot more ntp requests during leap second day? I am just speculating.
No, it's only serving clients from the pool. That's my only server in that datacenter and I don't think anyone in that DC has specifically configured their computers to use my server as a NTP server.
Although I didn't have the proper logging running at this time, I've had logging enabled a few times when I've seen such spikes, and in those cases the extra traffic was indeed coming from Turkey. I think it isn't a particularly far-fetched idea that the extra traffic came from Turkey this time as well.
