Well-made rubidium oscillators can be on the nanosecond level.  Something like 
the
Symmetricom SA.35m goes for a grand or so on EBay; probably quite a bit more 
when new.

Be aware that the rise/fall time of the pulse is around 10ns, and most 
consumer-grade
hardware won't be able to service an interrupt nearly that quickly, so it will
be seriously hard to get better accuracy than in the 10's to 100's of 
nanoseconds.

Be aware also that light travels about a foot in a nanosecond.  So
is it a nanosecond past ten on this side of the room or that side?
