[Pool] Heavily abusive client @ 350-500 pkts/sec

I'm not sure if this client has a severe bug or is intentionally trying 
to overload the server but I have been receiving an average of around 
500 packets per second from them for the last hour and a half with 
occasional drops to about 350 pps. This is despite ntpd sending a KOD 
and after that completely ignoring them as I understand it there isn't 
much else that can really be done about them from my end though server 
seems to be handling it well enough. Thought it might help to ask in 
case there was something I missed.
