I found this program:
http://www.atomic-clock.galleon.eu.com/ntp-server-tool.htm
which can generate up to about 75 packets/sec on my 2006 XP PC, and the
Raspberry Pi can handle that rate without losing any replies. That must be
about 5000 clients assuming all are at the minimum 64 second poll interval.
