While of course the ultimate responsibility always lies with the end-user, it 
could be a good idea
to include some direction for system integrators and software distributors to 
not deliver systems
with default settings or easy-setup-wizards that result in configurations that 
conflict with these
terms of service.

We have seen a couple of times that an individual user may be abusive, but 
where things really
go bad is when default settings for devices or distributions are abusive.
