I would not be surprised if parties (not XS4ALL yet, but others involved in routing) have started to block all NTP traffic as a quick stopgap to the reflection attacks that we have seen recently. Or maybe have implemented some automatic blocking of a subnet when there is too much NTP traffic from or to that subnet.
